弗朗西斯·福山（Francis Fukuyama,1952年10月27日－）美国作家及政治经济学人。其父出生于芝加哥,为第二代日本后裔,并于芝加哥大学修得社会学博士学位；其母为京都大学经济学系创始人之千金。福山本人大学就读康乃尔大学,并获得文学士（主修古典文献与政治）,并于哈佛大学获得政治博士,师从塞缪尔·P·亨廷顿。

福山是《历史的终结及最后之人》一书的作者,他在该书中认为,人类历史的前进与意识形态之间的斗争正走向“终结”,随着冷战的结束,“自由民主”和资本主义被定于一尊,是谓“资本阵营”的胜利。
